At the time of this interview, she worked as an independent policy consultant and educator around issues of LGBTQ+ civil rights, employment rights, and nondiscrimination. Prior to that work, she led the policy team at the National Center for Transgender Equality (NCTE) for eleven years, writing and supervising the creation of a number of policies in areas like employment, identification, health care, and military service. In this oral history interview, Tobin discusses her upbringing, high school and college activism, and beginnings with the NCTE in 2009, her experiences working on trans policy during the Obama and Trump administrations, her thoughts on trans politics and movements, legal and policy approaches to social change, and the tensions between highly resourced, white-led national policy organizations and grassroots people of color-led organizations. Additionally, she discusses her work on specific legislation, cases, and initiatives such as the Real ID Act, the Prison Rape Elimination Act, and North Carolina House Bill 2, her thoughts on hate crime and nondiscrimination laws, the structural inequality of national-level rights organizations, the use of trans issues as a political wedge issue, the mass exit from NCTE in 2019 and the ensuing scandal, and the future of trans legislation and movements."],"mime_type_tesim":["image/jpeg"],"resource_type_tesim":["Moving image","Text"],"creator_tesim":["Tobin, Harper transsexual health and rights activist, writer, and retired secretary and typesetter living in Portland, Oregon. Prior to her retirement, O'Hartigan was involved in a number of trans civil rights and nondiscrimination campaigns in Oregon, Washington, and Minnesota, including successfully suing the state of Minnesota to cover the costs of sex reassignment surgery for low-income trans people, challenging transphobic policies at Seattle-area gay and lesbian organizations, and heavily influencing Portland's trans nondiscrimination legislation. In addition to her trans activism work, O'Hartigan published many articles in a variety of mainstream, gay and lesbian, trans, and feminist publications over the decades, worked as a typesetter at a number of publications, and founded and ran the Filisa Vistima Foundation, a Pacific Northwest transsexual advocacy and resource-linking organization. In this oral history with Myra Billund-Phibbs, O'Hartigan discusses her upbringing in rural Minnesota and early adult life as a transsexual in Minneapolis' gay scene, her experiences with Donald Hastings, the University of Minnesota's sex reassignment surgery program, her lawsuit against the state, and lobbying the State Senate on funding for surgeries, her move to the Northwest and various transsexual rights campaigns in Washington and Oregon, specifically her suit against the Washington State Patrol related to their pre-employment polygraph policy, her cases against Seattle-area gay and lesbian organizations, her work on the Portland nondiscrimination legislation, her work with the Filisa Vistima Foundation, and her thoughts on Filisa Vistima's work, life, and events surrounding her death. Additionally, she discusses her thoughts at length on contemporary trans politics, athletics, and movements, the use of trans issues as a right-wing political wedge issue, and the future for trans Specifically, he discusses the differences between legislative and litigation strategies; the intricacies of Title VII of the Civil Rights Act of 1964 and its relationship to gender identity, sexual orientation, and sex-based protections; and the Title VII case before the Supreme Court at the time of the interview (Bostock v. Dakota in 1953 (Sophia continues to use both names in different contexts and uses he/she/they pronouns). After high school, Sophia moved to San Francisco to study counseling psychology. Although San Francisco had been a sanctuary of free thought and expression for many LGBTQ+ young adults, Jon found the experience to be overwhelming. Sophia moved to Idaho and finally felt safe to dress in women’s clothes in the wilderness. Sophia worked as a librarian at the Challis Public Library, where she faced adversity due to her advocacy for LGBTQ+ rights and gender identity, and was eventually fired. Throughout their life, Sophia has been committed to activism, political involvement, and artistic endeavors, always striving for a more inclusive and accepting society."],"mime_type_tesim":["image/png"],"resource_type_tesim":["Moving image"],"creator_tesim":["Margeaux, Sophia","Bliss, Tom"],"creator_ssim":["Margeaux, Sophia","Bliss,
