Prior to that work, she led the policy team at the National Center for Transgender Equality (NCTE) for eleven years, writing and supervising the creation of a number of policies in areas like employment, identification, health care, and military service. In this oral history interview, Tobin discusses her upbringing, high school and college activism, and beginnings with the NCTE in 2009, her experiences working on trans policy during the Obama and Trump administrations, her thoughts on trans politics and movements, legal and policy approaches to social change, and the tensions between highly resourced, white-led national policy organizations and grassroots people of color-led organizations. Additionally, she discusses her work on specific legislation, cases, and initiatives such as the Real ID Act, the Prison Rape Elimination Act, and North Carolina House Bill 2, her thoughts on hate crime and nondiscrimination laws, the structural inequality of national-level rights organizations, the use of trans issues as a political wedge issue, the mass exit from NCTE in 2019 and the ensuing scandal, and the future of trans legislation and movements."],"mime_type_tesim":["image/jpeg"],"resource_type_tesim":["Moving image","Text"],"creator_tesim":["Tobin, Harper Jean"],"creator_ssim":["Tobin, Harper Jean"],"contributor_tesim":["Beam, Myrl","Billund-Phibbs, Myra","Brenner-Adam, Katherine"],"contributor_ssim":["Beam, Myrl","Billund-Phibbs, Myra","Brenner-Adam, Katherine"],"rights_tesim":["Copyright undetermined"],"publisher_tesim":["University of Minnesota Minneapolis Libraries"],"publisher_ssim":["University of Minnesota Minneapolis Libraries"],"language_tesim":["http://id.loc.gov/vocabulary/iso639-2/eng"],"based_near_tesim":["http://www.geonames.org/4140963"],"based_near_ssim":["http://www.geonames.org/4140963"],"isPartOf_ssim":["5q47rn87k"],"isMemberOf_ssim":["vq27zn49p"],"genre_tesim":["Oral Histories","Transcriptions"],"genre_ssim":["Oral Histories","Transcriptions"],"flagged_tesim":["No explicit content"],"lcsh_subject_tesim":["http://id.loc.gov/authorities/subjects/sh99005269"],"lcsh_subject_ssim":["http://id.loc.gov/authorities/subjects/sh99005269"],"other_subject_tesim":["National Center for Transgender Equality (NCTE)"],"other_subject_ssim":["National Center for Transgender Equality (NCTE)"],"dta_other_subject_tesim":["National Center for Transgender Equality (NCTE)"],"dta_subject_primary_searchable_tesim":["Anti-discrimination law","Government policy","Health care for LGBTQ+ people","LGBTQ+ civil rights","LGBTQ+ employment","Official documentation","Trans women","White transgender people","National Center for Transgender Equality (NCTE)"],"dta_subject_alt_searchable_tesim":["Caucasian transgender people","Transgender Caucasian people","Transgender white people","Employment (LGBTQ)","Policy, Government"],"date_start_dtsi":"2021-01-01T00:00:00Z","date_end_dtsi":"2021-01-01T00:00:00Z","date_created_search_ssim":["Jun June 25, 2021"],"is_shown_at_tesim":["https://umedia.lib.umn.edu/item/p16022coll97:249"],"is_shown_at_ssim":["https://umedia.lib.umn.edu/item/p16022coll97:249"],"hosted_elsewhere_ssi":"1","language_label_ssim":["English"],"subject_geojson_facet_ssim":["{\"type\":\"Feature\",\"geometry\":{\"type\":\"Point\",\"coordinates\":[\"-77.03637\",\"38.89511\"]},\"properties\":{\"placename\":\"Washington\"}}"],"subject_coordinates_geospatial":["38.89511,-77.03637"],"subject_geographic_hier_ssim":["Washington, D.C.||Washington County||Washington"],"subject_geographic_ssim":["Washington","Washington, D.C.","Washington County","United States"],"subject_geographic_tesim":["Washington","Washington, D.C.","Washington County","United States"],"has_thumbnail_ssi":"true","blacklight_display_ssi":"generic_file","has_file_content_ssi":"true","_version_":1860198605490487296,"timestamp":"2026-03-20T16:20:33.470Z","score":1.0},{"id":"qb98mf85j","system_create_dtsi":"2022-11-09T15:55:33Z","system_modified_dtsi":"2026-03-17T13:25:26Z","date_uploaded_dtsi":"2022-11-09T15:55:33Z","date_modified_dtsi":"2022-11-09T15:55:33Z","model_ssi":"GenericFile","has_model_ssim":["GenericFile"],"date_created_tesim":["2022-11-09"],"date_created_ssim":["2022-11-09"],"visibility_ssi":"public","new_model_ssi":"GenericObject","dta_altLabel_all_subject_ssim":["Educationalists","Educationists","Faculty (Education)"],"dta_all_subject_ssim":["Educators","Gender non-conforming people","LGBTQ+ health education","LGBTQ+ youth","Transmasculine people","White transgender people"],"dta_other_subject_ssim":["Philadelphia Trans Health and Wellness Conference"],"dta_homosaurus_subject_ssim":["Gender non-conforming people","LGBTQ+ health education","LGBTQ+ youth","Transmasculine people","White transgender people"],"dta_lcsh_subject_ssim":["Educators"],"date_created_search_tesim":["Mar March 16, 2021"],"date_created_display_ssim":["Mar. 16, 2021"],"dta_dates_ssim":["2021"],"dta_sortable_date_dtsi":"2021-03-16T00:00:00Z","ident_tesi":"qb98mf85j","identifier_ssim":["qb98mf85j"],"collection_name_ssim":["Audio and Video Clips and Transcripts"],"institution_name_ssim":["Jean-Nickolaus Tretter Collection, University of Minnesota"],"primary_institution_ssi":"Jean-Nickolaus Tretter Collection, University of Minnesota","depositor_ssim":["arona.s@northeastern.edu"],"depository_tesim":["arona.s@northeastern.edu"],"title_tesim":["Interview with Jacsen Callanan"],"title_ssim":["Interview with Jacsen Callanan"],"label_tesim":["Interview with Jacsen Callanan"],"description_tesim":["An interview with Jacsen Callanan, a white masculine trans health organizer and educator based in rural Vermont. Prior to that work, Callanan spent seven years in various leadership positions at the Philadelphia Trans Health/Wellness Conference, and over a decade working as an educator and consultant to schools, health providers and systems, community organizations, and universities to improve climates and conditions for trans and gender nonconforming people. In this oral history interview, Callanan discusses his upbringing on the South Side of Chicago, his entry into organizing within a small trans community at the University of Vermont in the early 2000's, and his years of extensive work within the Philadelphia Trans Health and Wellness Conference. Specifically, he discusses the origins of the conference, its early work around diagnostic criteria, trying to expand medical access for trans and gender nonconforming people and trans competency among providers, divisions within its organizers, tensions as more cis providers began to attend, and its eventual subsumption under the nonprofit Mazzoni Center. Additionally, Callanan offers his thoughts on the lack of general trans competency in many medical fields, especially in emergency care, and his decision to enter medical school in part to remedy that
